Plaintiffs in this Fifth Amendment taking case are family members of Mihai Alimanes-tianu, who was killed in 1989, when, in an act of state-sponsored terrorism, the Socialist People’s Libyan Arab Jamairya (“Libya”) bombed United Trans Aeriens Flight 772.
