MASSEY, Chief Justice.

The Arlington Independent School District desired to build a Junior Fligh School building. Pursuant to this objective, it called for competitive bids from various contractors for the construction. Requirements included the tender of a surety bond guaranteeing that each contractor would, if his bid was accepted, enter into a construction contract with the School Board for completion of the work tendered at the amount of the bid.
