PER CURIAM: *

Jan Michael Brawner, Jr. challenges the district court’s denial of habeas relief. He seeks a certifícate of appealability for this court to review his claims of ineffective assistance of counsel and the discriminatory striking of a juror. The motion is DENIED.

FACTUAL AND PROCEDURAL HISTORY

On April 25, 2001, Jan Michael Brawner shot and killed four people in Tate County, Mississippi. He was arrested the next day and charged with four counts of capital murder. Brawner pled not guilty and presented an insanity defense. A jury convicted him on all counts and sentenced him to death.
