Final judgment: This cause came on for early final hearing by stipulation of counsel, all parties recognizing that the matter was of great public importance and that its prompt resolution was essential for the welfare of the city of Hallandale and its citizens. The case is at issue on the plaintiff’s amended complaint, answers containing affirmative defenses filed both by the city and by three of the five commissioners, and the plaintiff’s reply, which, by leave of court, also incorporated additional grounds for relief.
