In this appeal, we must determine whether the district court properly denied plaintiff-appellant’s, Granite State Outdoor Advertising, Inc. (“Granite State”), request for injunctive relief against defendant-ap-pellee, the City of Clearwater, Florida (“the City” or “Clearwater”), after several permit applications to construct billboards in the City were denied under Article 3, Division 18 of the City’s Community Development Code (“the Code”).
