Alma Rojas and Elda Vera sued the County of El Paso for injuries and damages sustained in a motor vehicle accident. According to Appellants, the accident was proximately caused by the County’s failure to repair and/or replace a stop sign at the intersection where the accident occurred. The County filed a plea to the jurisdiction asserting that the trial court lacked subject-matter jurisdiction because Appellants failed to provide the County with the required notice under the Texas Tort Claims Act.
