Robert H. Buckler and H. Anthony McCullar (“the developers”) appeal from the Superior Court of DeKalb County’s order denying their motion for partial summary judgment in their suit against DeKalb County, the members of the DeKalb County Board of Commissioners, and the members of the DeKalb County Historical Preservation Commission (collectively, “the county”).
