Affirming in part and reversing in part.

Parties appellant in the above styled consolidated cases-are members of the boards of aldermen and common council of Ashland, a city of the second class. In the first appeal, Howard Hunt claims to be the duly appointed superintendent of Public Works. Ashcraft contends that he is the duly appointed assistant city solicitor, and Vivien Adams asserts that she is the duly appointed stenographer in the same office.
