These three cases, consolidated for argument, are appeals from the district court in an error proceeding which sustained the action of the city council of the City of Lincoln (City) in denying three of the four applications for liquor licenses filed by American Drug Stores, Inc., doing business as Oseo Drug (Óseo), under Neb. Rev. Stat. § 53-101 et seq. (Reissue 1988 & Cum. Supp. 1990).
