Defendant Metropolitan Council (“Met Council”) is leading the effort to build a new light rail line that connects downtown Minneapolis with the southwestern Twin Cities suburbs (“Southwest Light Rail” or “SWLRT”). The Met Council hopes to receive federal funding for the project and the federal environmental review process mandated by the National Environmental Policy Act (“NEPA”) is underway.
