GOODWIN, Circuit Judge:
Zhen Tau Liu appeals the denial of his petition for writ of habeas corpus, in which he sought review of the Board of Immigration Appeals’ (“BIA”) order denying a waiver of excludability and ordering deportation.
I. BACKGROUND
Liu, a native and citizen of China, entered the United States in 1982, when he was 12 years old. Liu, his parents, three siblings, and both sets of grandparents are all lawful permanent residents.
