CLARK, Circuit Judge:
This Title VII case raises claims that the very substantial, good faith efforts of the employer and union working together to end racially segregated working practices still fall short of eliminating the present effects of past discrimination for many black workers. The central attack is on a continuation of departmental seniority. The district court after a full hearing pre pared a detailed memorandum opinion reasoning that the steps taken constituted sufficient compliance with Title VII.
