CALLISTER, Chief Justice:

Plaintiff seeks review of an order of the Public Service Commission interpreting her authority to operate under a contract carrier permit.

This current conflict arose when plaintiff’s business manager, after consultation with the Commission’s attorney in charge of rate and schedule filings and hearings, filed a schedule of contract carrier rates to be effective on one day’s notice on March 28, 1972.
