Petitioner (Annapolis Market Place, L.L.C.) applied for and eventually was denied zoning reclassification of property it owned in Anne Arundel County. At each level of administrative and judicial consideration of Petitioner’s application, compliance with Anne Arundel County’s “Standards and proce dures for granting or denying rezoning” was the required focus. Anne Arundel County Code (“County Code”), Article 3, § 2-105.
