This action concerns a dispute over the construction of Skirkanich Hall at the University of Pennsylvania (“Penn”). Skanska USA Building Inc. (“Skanska”), one of. the defendants, was the general contractor on the Skirkanich Hall project. Plaintiff Quinn Construction Inc. (“Quinn”) was a subcontractor.
