This matter is before us upon the petition of Commonwealth of Virginia, at the relation of A. Lincoln Green and Home Lands Development Corporation. An appeal as of right yas awarded from an order entered by the State Corporation Commission on July 31, 1950, in a proceeding wherein petitioners were plaintiffs and Alexandria Water Company, a corporation, was defendant.
