This is an action for a declaratory judgment commenced in. this court under the provisions of Article V, section 2, of the Constitution of Nebraska, giving this court original jurisdiction: “. . . in all cases relating to the revenue, civil cases in which the state is a party . . ..” It is commenced by the State of Nebraska on the relation of Paul L.
