MEMORANDUM DECISION AND ORDER

The United States Forest Service, Chip Sibbernsen, and Harv Forsgren (collectively “the Forest Service”) approved the Ogden Ranger District Travel Plan (“Ogden Travel Plan”). Plaintiffs Sierra Club, Wild Utah Project, Western Wildlife Conservancy, and Citizens’ Committee to Save Our Canyons have appealed this decision, alleging that it violated the National Environ*1172mental Policy Act (“NEPA”) on several grounds.
