This appeal concerns the setting of rates by the respondent, the Director of Insurance, Jay Angoff (Director), for the “residual market” of employer-policyholders of workers’ compensation insurance. The appellant is the National Council of Compensation Insurance (NCCI), which is an organization of insurers writing workers’ compensation insurance in Missouri and which is also the administrator of the residual market.
