Specific provisions of the State Constitution definitely regulate the issue of bonds by Special Tax School Districts. See. 17 Art. 12, Constitution, as amended in 1924, page 484, Acts of 1923. In statutory judicial proceedings in which the organic provisions were not considered, bonds were validated to be issued by a Special Tax School District.
