¶ 1 The Department of Public Health and Human Services (DPHHS) brought this action in the District Court for the Tenth Judicial District in Fergus County for Temporary Investigative Authority (TIA) and Temporary Legal Custody (TLC) of J.L. and D.L., whose father, John, pled guilty to the negligent homicide of their mother, Nancy. John stipulated to DPHHS’s TIA and TLC over J.L. and D.L. Subsequently, John filed a motion to terminate DPHHS’s TIA and TLC, and filed a Notice of Temporary Custody, granting custody of his children to his parents.
