(Plaintiff) appeals an order of the Allegheny County Common Pleas Court (trial court) sustaining the preliminary objections of the Allegheny County Department of Human Services, Office of Mental Health, and its employee Peter J. Tarasi, (collectively, Defendants) and dismissing her complaint with prejudice.
