^INTRODUCTION. This appeal concerns a ruling from the City of Kenner Civil Service Board (“the Board”), denying plaintiff, Joseph Met-zler’s, appeal of the Board’s August 26, 2016 ruling that the Board lacked jurisdiction to consider Mr. Metzler’s appeal to the Board. For the following reasons, we affirm.

FACTS AND PROCEDURAL HISTORY
