BARHAM, Justice.
This is an appeal under Louisiana Constitution Article VII, Section 10(2), from a judgment of the Twenty-fourth Judicial District Court decreeing Act No. 155 of 1970 unconstitutional insofar as it purports to create three tax assessors for the Parish of Jefferson.
Act No. 155 of 1970 sought to amend and reenact Title 47, Sections 1901, 1907, and 1908, of the Revised Statutes of 1950, so as to provide in Section 1 that parishes divided by the Mississippi River and having a population of more than 200,000 shall have three tax assessors, the Parish of Orleans excepted.
