In their petition for- a declaratory judgment and injunctive relief, the plaintiffs alleged:(a) St. Louis Police Officers’ Association is a not-for-profit corporation, organized and existing under the laws of the State of Missouri and chartered for the purpose, among others “To mitigate the hazards of the work of police officers, to advance workable programs for improved working conditions and conditions of employment, to further measures of excellence in and for their happiness and equal opportunity with all persons, and the moral and spiritual satisfaction…
