Intervenor Sabattus School Committee (Committee) appeals from a judgment entered in the Superior Court (Kennebec County, Crowley, J.) affirming a decision of the Commissioner of Education (Commissioner) that Sabattus Elementary School teacher Peter Urbanski’s application for certification had been improperly denied and that his certificate had never lapsed.
