This proceeding was begun by the Tolehester Excursion Company, of Baltimore city, a Maryland corporation, which filed its libel for a limitation of liability on the 80th December, 1889, alleging that it was the owner of the steamer Tolchester on the night of 28th July, 1889, when a collision occurred between that steamer and a small sailboat in the .harbor of Baltimore.
