HAND, District Judge.
This matter is presently submitted for the Court’s consideration of the motion for supplemental relief filed on April 4,1977 by the intervenor United States of America. The Court heard testimony and received various articles of documentary evidence at the hearing in Selma, Alabama, on May 8, *9191978. The Court, having considered such testimony and evidence, the post-trial memoranda of law filed by counsel for all parties, and the depositions on file with the Court, together with, the applicable law, finds as follows:
