The city council of the city of Peru passed an ordinance for the improvement of a portion of Peoria street by, grading, curbing with concrete curb and paving with brick, and provided that twenty-three per cent of the entire cost of the improvement should be paid by the city by. general taxation and seventy-seven per cent should be paid by special taxation of the lots, tracts and parcels of land touching upon, abutting and contiguous to the improvement, according to frontage.
