In this mandamus proceeding, instituted in this Court pursuant to its original jurisdiction in cases of this character, Otis Jackson, the relator, seeks to require the County Court of McDowell County, E. L. St. Clair, its president, Adrian Vance and Harry G. Camper, Jr., commissioners, and A. M. (Tinker) St. Clair, clerk of the county court, to recognize the relator as a justice of the peace of Browns Creek District of McDowell County duly elected as such at the General Election held November 5, 1968; to permit the relator to give bond and otherwise to qualify as such justice…
