This case involves interpretation of the collective bargaining provisions of the 1986 Metropolitan Washington Airports Act (“Transfer Act”). In 1986, Congress authorized the Secretary of Transportation (“Secretary”) and the Airports Authority to enter into a lease to transfer the operation of the Metropolitan Washington Airports from the Federal Aviation Administration (“FAA”) to the Metropolitan Washington Airports Authority.
