The plaintiff, Danny Fay Casper, appeals the district court’s decision on judicial review affirming the department’s revocation of plaintiffs driver’s license pursuant to Iowa Code chapter 321J (1991). Casper claims the district court erred in failing to reverse the revocation on the basis of failure to obtain an independent chemical test under Iowa Code section 321J.11.
