The petitioner, Zhong Guang Sun, seeks review of the denial by the Board of Immigration Appeals (“BIA”) of his motion to reconsider its dismissal of his appeal from the decision of an immigration judge (“IJ”) denying his application for asylum, withholding of removal, and relief under the Convention Against Torture (“CAT”).
