On February 19, 1976, counsel of record in the above-captioned action filed a “Stipulation as to Record on Appeal” with the clerk of this court pursuant to Rule 11(f) of the Federal Rules of Appellate Procedure and Circuit Rule 20 of the Rules of the United States Court of Appeals for the Seventh Circuit.
