In Wackenhut Servs., Inc. v. United States, 85 Fed.Cl. 273 (2008) (“Wackenhut ”), the court set aside a $1,186 billion National Aeronautics and Space Administration (“NASA”) contract for protective services (the “NPS Contract”) that was awarded to Coastal International Security, Inc.
