Capital Queen & Casino, Inc. (CQC) filed an application with the Missouri Gaming Commission (Commission) for a license to operate an excursion gambling boat in Missouri on September 20,1993. On August 22, 1994, the Commission’s staff notified CQC that it would recommend that the Commission deny the application because CQC knowingly failed to disclose material and substantive information on its application.
