PIVARNIK, Justice.

This cause comes to us by Petition of the Department of Public Welfare of Allen County, Indiana, for transfer from the Third District Court of Appeals. Appeal was originally taken to review a decision of the Allen Superior Court terminating the daughter-mother relationship between B.C. and L.C., B.C.’s natural mother, and making B.C. a permanent ward of the Allen County Department of Public Welfare for all purposes.
