Appeal from a judgment of the Supreme Court (Coutant, J.), entered May 4, 1998 in Broome County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent County of Broome finding that petitioner was not the lowest responsible bidder for a transportation contract.
