On March 23,1984, the Fresno County Department of Social Services (DSS) filed a petition in juvenile court alleging (1) minor’s father *632had subjected her to sexual abuse on multiple occasions during the preceding six months and minor had no parent or guardian actually exercising, or capable of exercising, proper and effective care or control (Welf. & Inst. Code, § 300, subd. (a))1 and (2) minor’s home was an unfit place for her due to the depravity of her father (§ 300, subd. (d)).
