Dear Ms. Bowman:

This is in response to your request for an opinion on several questions concerning the Manufactured Housing Recovery Fund. That fund is created at A.C.A. 20-29-101 et seq. (Supp. 1989), and is made of assessments collected by the Arkansas Manufactured Home Commission ("Commission") from installers, dealers, and manufacturers.
