The plaintiffs, Spencer Brothers, a partnership, having constructed a highway in Franklin Parish, under contract with the Police Jury and the Louisiana Highway Commission, seek in the present suit to obtain judgment against the highway for a balance alleged to be due under the contract, which it is alleged *285the highway had retained to secure the payment of • certain recorded liens, and plaintiffs make the alleged holders of the íiens, who were O.
