Claimant Harris was the prevailing party before this court in a prior action for disability benefits. Harris v. Secretary of Health & Human Servs., 821 F.2d 541 (10th Cir.1987). Pursuant to 42 U.S.C. § 406(a) (1982), the Social Security Administration has withheld twenty-five percent of Harris’ back benefits and is awaiting action from the court as to reasonable attorney’s fees to be paid therefrom.
