The enactment under which the judgments, from which the defendants seek to be released were perfected, makes a part of an act entitled "An act for the establishment and regulation of the police of the city of New York." (Laws of 1844, chap. 315.) The principal provisions of the law are strictly within its purpose, as expressed by its title, and relate only to the organization of the police force of the city, its officers, and their appointment, removal, compensation and general duties.
