THOMPSON, Chief Judge:

This is the Court’s decision on a visitation petition which was filed in 1977 by the mother of four children who have remained in the custody of their father since the parties’ divorce in 1974.

Shortly after the divorce petitioner signed an agreement which provided that custody should remain with the children’s father, the respondent, and that she would not seek visitation privileges at that time. This provision was agreed to after petitioner consulted a psychiatrist who was treating the children as a result of the emotional turmoil surrounding petitioner’s estrangement…
