MEMORANDUM OPINION AND ORDER
BUCKLO, District Judge.
The plaintiff, SI IL304, a Delaware limited liability company (“SI”), instituted this declaratory judgment action seeking a declaration that (1) the tax liens and penalties on its real property are void based on prior ownership of the property by the Resolution Trust Corporation (“RTC”); and (2) SI has a right to challenge the County Assessor’s assessments of the property, the value of those assessments, and the property tax based thereon.
