The Federal Open Market Committee has a practice, authorized by regulation, 12 CFR § 271.5 (1978),1 of withholding *343certain monetary policy directives from the public during the month they are in effect. At the end of the month, the directives are published in full in the Federal Register. The United States Court of Appeals for the District of Columbia Circuit held that this practice violates the Freedom of Information Act, 5 U. S. C. § 552. 184 U. S. App. D.
