I. Introduction

On or about September 20, 2000, Petitioner Anthony Dobbin (“Dobbin” or “Petitioner”) filed a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2254 (“Petition”) challenging his February 28, 1996 conviction in Supreme Court, New York County, for robbery and criminal possession of stolen property in violation of N.Y.
