Proceeding pursuant to CPLR article 78 to review so much of a determination of the respondent Commissioner of the New York State Department of Social Services, dated March 22, 1974, as, after a statutory fair hearing, afiirmed so much of a determination of the respondent Commissioner of the New York City Department of Social Services as awarded petitioner $136 to replace furniture destroyed in a fire.
