I. SUMMARY

This country was born with a declaration of universal human rights, proclaiming that: "all men are created equal, that they are endowed by their Creator with certain unalienable rights," and that "among these" is "Liberty." U.S.C.A. Declaration of Independence (177 6). This concept was codified in the Fifth Amendment to the United States Constitution, which states in part that "no person shall be ... deprived of ... liberty ... without due process of the law."
