Plaintiffs bring this action for declaratory and injunctive relief against the Chief of the Providence City Police and various of his subordinates, and a number of other defendants whose conduct is not the subject matter of this particular aspect of the proceeding. 1 Plaintiffs are employees and patrons of D & F Enterprises, Inc., and D & F Enterprises, Inc., (“D & F”), which does business as the Gemini Hotel (sometimes hereinafter referred to as “the Gemini”) in Providence, Rhode Island.
